I suspect that this is the vendor-supplied init script,
which will be expecting the vendor-supplied agent binary
(typically in /usr/sbin/snmpd)
   My guess is that it's simply not looking under /usr/local/sbin


Try tweaking the script /etc/init.d/snmpd to give the full
path to the actual location of the agent binary.
   If it has any other explicit paths configured (e.g. to a
particular config file location), then you may need to tweak
those too.
