That sounds suspiciously like access control.
What are the access control settings in the snmpd.conf file.

What is the command that you are using to send this request?
It looks as if it's something like

    snmpget -v 2c -c rocommunity   172.17.4.3  sysUpTime.0

Have you configured the agent to recognise/accept the community
name "rocommunity" ?
   You'd need a line such as

       rocommunity  rocommunity

in the snmpd.conf file.
