See the man pages 'snmp.conf' and/or 'snmpd.conf'
(relating to client side and SNMP agent respectively).

There is also further information about configuring and using SNMPv3
on the project website  (www.net-snmp.org) - see the tutorials, the FAQ
and the file README.snmpv3

I've never come across either of those config files.
Where did you find mention of them?  Are you sure
this is talking about the Net-SNMP software?
