Agent not restart

Hi installation folder /home/jbpandit/net-snmp snmp.conf file location /usr/local/share/snmp executable file location /usr/local/sbin/snmpd and snmptrapd i had ask this question before and i think i am getting close to the answer. earlier i said that i can not start my agent(snmpd) but i was success two times, once as a user (jbpandit) logging and second as a root user logging (/etc/init.d/snmpd start).
