a problem on snmpv3 creation

Dear Sir/Madam, I find a problem that I dont know the reason. I used "net-snmp-config" to create a snmpv3 user, and everything was OK, so I can use the new v3 user. But after I restarted my device, the some user cant be used. I viewed the "snmpd.conf" on share/snmp and persisten file, found that in share/snmp, it just likes the one before reboot, but in persistent file, it looks like the initial one, and all the usmUser information was missed. What happened? So how can I get a persistent v3 user no matter how many times I reboot my device? Thank you.
