SNMPTRAPD problem without -f option

I have a problem on running snmptrapd (5.4.1) in Solaris 11.
My setup is actually using snmptrapd and calling traphandle.pl to perform a conversion from SNMPv3 to SNMPv2c. The perl script is also able to accept SNMPv2c trap.
I start the snmptrapd by "/usr/sbin/snmptrapd -On -Lsd -c /etc/snmp/snmptrapd.conf"
When sending a SNMPv2c trap to snmptrapd, the trap is logged, however, when sending a SNMPv3, nothing happened.
I verified the setup using starting the snmptrapd using -f option, i.e. "/usr/sbin/snmptrapd -f -On -Lsd -c /etc/snmp/snmptrapd.conf", it works.
I am puzzling why it didn't work if starting without "-f", can anyone help?
