How do you determine how long the (readable) community/username can be?

For quite a while I have been under the impression that the maximum v2c community or v3 username that I can use with snmpwalk is 32 characters.  I recently discovered that that does not appear to be the case.  snmpwalk with both v2c and v3 only seems to only work for me with a maximum of 21 characters.

For v3 I get the following with 22 characters:
Error in packet.
Reason: authorizationError (access denied to that object)

For v2 I get the following with 22 characters:
Timeout: No Response from 10.10.11.1

I tested with NET-SNMP version 5.2.5.1 and version 5.5.1.

I looked more closely at the definition of SnmpAdminString and I think this is where my confusion came from: "Similarly, size constraints refer to the number of encoded octets, not the number of characters represented by an encoding."

So I'm wondering if I am safe telling users that 21 is the maximum.  Will this change in a later release, and if so how to I determine this?
