OK - what I did will have been more or less as follows:

    The OID was .1.3.6.1.4.1.9.9.something
ie.
     .... private.enterprises.9.9....

I did a web search for "MIB 'enterprises 9'"
   which showed that this was a Cisco MIB
(You can also get the same information from the list of IANA enterprise numbers
    http://www.iana.org/assignments/enterprise-numbers

Next, a web search for "cisco 9" showed:
   -  this is part of the 'ciscoMgmt' tree
   -  Cisco have a lookup service at
            http://tools.cisco.com/Support/SNMP/do/BrowseOID.do

Using that, I was able to go straight to the relevant definition.

Without such a service, I'd keep using the same technique,
i.e. look for
     "ciscoMgmt 13"
     "ciscoEnvMonMIB 3"
     "ciscoEnvMonMIBNotificationPrefix 0"

Alternatively, once you've pinned the OID down to a particular MIB
(CISCO-ENVMON-MIB), you can search for that MIB file,
which will then give you the necessary definition straight away.
