I have the solution to my own question: RTFM - specifically:
Compiling net-snmp with MinGW requires GNU regex and libintl. Binaries and
developer header files for these libraries are available at:
http://gnuwin32.sourceforge.net/packages/regex.htm
http://gnuwin32.sourceforge.net/packages/libintl.htm
