make install fails creating perl dir

I am building on a linux RH platform

I have tried with embedded and without embedded perl
But I get to the same part of the make install script and it fails

I do not have root access on the build machine.

net-snmp will be installed on a different system so I use the following configure option to install in a temp location

./configure --with-install-prefix=/home/users/bomalley/UMS/net-snmp

I would not expect any directories to be created under /usr on this machine

But I get this:

Files found in blib/arch: installing files in blib/lib into architecture dependent library tree
!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
ERROR: Can't create '/usr/local/lib/perl5'
mkdir /usr/local/lib/perl5: Permission denied at /usr/share/perl5/ExtUtils/Install.pm line 483

!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Or this
