snmpusm build fails: @LIBCRYPTO@: No such file or directory

I am trying to build the source for net-snmp on debian wheezy (net-snmp-5.4.3~dfsg) and am getting the following error during building of snmpusm.  Everything builds clean upto this point. My agent needs to support MD5 authentication but will not use encryption. My configure line looks like:

./configure --disable-privacy --disable-des --with-mib-modules="ctifSoftwareVersion ctifBaseHardwareVersion ctifPortConfigTable" --with-mibdirs="$HOME/.snmp/mibs:/usr/share/mibs/site:/usr/local/share/snmp/mibs"


I get the same error if I remove these from configure: --disable-privacy --disable-des
