SNMP Manager and Master Agent Communication Issue

Hello All,
I am facing Sync issue with the below scenario,Please help me.

Manager(response timeout 45sec).
Master Agent: Proxy configured timeout 10sec for sub-agent
Sub Agent


Set request for master agent is to restart the snmpd.
Behaviour for Master Agent:one will get the set request send the response
and restart the snmpd.

Scenario:
=========
Send set request from manager to Master Agent no issues.

Two request(one for Master agent and one for Sub-agent via proxy)..if
subagent is reachable and sending response immediately then then issues.

Issue scenario:
================
if subagent is not reachable and timeout happens then there is a sync issue
is happening with Manager and Master Agent.

Anyone can Give me any clue where will be the problem or where and how to
debug.
