Can't install perl module on windows7(32-bit) with build.bat

I have a post on stackoverflow to seek some answer. (My Post

and they don't want to help at all.

My install problem is build perl module error when execute "build.bat" .

I think I didn't do wrong step but it still got an error.

please help me install perl module, I have search on Internet for two days
