Developing SNMP agent for a new switch

Hello, I have to develope an SNMP agent for an Intel's switch. The switch is controlled via an x86 CPU connected to the switch via PCIe. Is snmpd is a good starting point ? Is there a manual explains how to develope such agent from scratch ?
