Cannot get snmp monitoring working on Ubuntu Xenial (Unknown token: defaultMonitors)

I am trying to get snmp monitoring on Ubuntu Xeniel. I've installed snmp, snmpd, and snmp-mibs-downloader. When I start snmpd, I get the following warnings in the syslog:

This would seem to be that the DISMAN feature is not active for SNMP. How can I fix this problem?
