Yes.  Pass "-C" to prevent reading the standard snmpd.conf, and pass -Y
'config line' for each configuration that you would like to have, e.g., -Y
'rocommunity public'.  End the command line with the listen address, e.g.,
'udp:161', or use -Y 'agentaddress udp:161'.
