It is almost all in the manuals of snmd.conf(5) and snmpcmd(1)

Excerpt from snmd.conf(5):

        proxy [-Cn CONTEXTNAME] [SNMPCMD_ARGS] HOST OID [REMOTEOID]
               will pass any incoming requests under OID to the agent  
listening  on  the
               port  specified  by the transport address HOST.  See the 
section LISTENING
               ADDRESSES in the snmpd(8) manual page for more 
information about the  for‐
               mat of listening addresses.

               Note:  To  proxy  the entire MIB tree, use the OID .1.3 
(not the top-level
                      .1)

        The SNMPCMD_ARGS should provide sufficient version and 
administrative information
        to generate a valid SNMP request (see snmpcmd(1)).


Excerpt from snmpcmd(1)

        -t timeout
               Specifies  the  timeout  in  seconds  between retries.  
The default is 1.
               Floating point numbers can be used to specify fractions 
of seconds.



And well I indeed had some problems with hangs and other requests being 
blocked when using this and filed a bug report there some years ago.

But//I think that issue was fixed in recent netsnmpd Versions although 
the status of the bug report did not change I think.
