Issue's installing on Vmware Photon

Good Day all, We recently updated one of our VMWare photon based appliances. For this update we always have to remove net-snmp before the update and reinstall after the update but today we hit an road block. After the reinstall of net-snmp it is unable to read the configs, we get no list of files when running "snmpconf" and no groups when running "snmpconf -G" has anyone had the problem before and know of a fix?
