How uptime or availability report is determined

My netsaint install has been compiled with database support (Postgresql). I've been trying to find out how netsaint determines uptime or actually the availability of each host/service when you select the "Host/Service Availability Report". There must be a starting point/time that Netsaint uses to calculate the percentage. Each host has entries for: Time_up Time_down Time_unreachable I'm assuming these values are kepts in seconds. I want to grab output for the availability for a host or serive for say...the current month or week. There must be some way to determine this. Thanks for you time.
