Netsaint/Nagios plugins check services and return to Netsaint/Nag a code
indicating the success of whatever it is their checking: free space on a
file system, web server responding, network throughput sufficient etc.

Rrdtool on the other hand is for storing data and graphing it.

There is I believe an MRTG plugin that checks if counter data in an RRD
is over threshold.
