I think you will find that after you have installed the HTML files you
will be able to access to the documentation and this will answer your
question (see also, the Netsaint web page http://www.Netsaint.ORG for
another link to the docco).

In a nutshell: they do _not_ exist. /netsaint/cgi-bin is a script alias
for the /sbin directory that contains the Netsaint CGIs. These CGIs come
from the 'Core files'.

You cannot use the Netsaint CGIs until you configure your web server
accordingly (as described in the documents).

You also need the 'plugins' that actually do the service checking; these
should be linked on the Netsaint web page (I don't know what the
'Development files' are).
