thanks guys  I think that did the trick ,go past the prefilght anyway and I see jobs running
when I do psm -ax

This directive should be in the commands.cfg file:

command[check_ping]=$USER1$/check_ping $HOSTADDRESS$ 20 80 40.0 100.0 -p 5

And the variable $USER1$ above should be defined in the resource.cfg file.
The variable $USER1$ is the path of your plugins (check_ping, check_ftp 
, ...........)

As I could see in your email below, this variable should be set to 
"/usr/lib/netsaint/plugins/".
