Running a event handler on a remote machine

Hey Gang!

I've been working with some event handlers and I am trying to do
something that I haven't seen anybody talk about.

I saw an example script of httpd going down and it restarting if it met
a couple conditions.

I want to use that as the example, but I want to reboot a box.  My
firewall is Smoothwall and I don't know how I can execute a command on
the box other than using SSH.  If my cable modem goes down, they always
want you to reboot your box as a first step.  So when I can't ping the
first hop away from the firewall, I want to have Netsaint login to the
firewall and reboot it one time.

I don't know how to set up ssh login authentication using anything other
than a password.  I am able to automatically run a test script after
logging in, but it requires a password.

Can someone point me in the direction of setting up one of the other
login authentications?  Even host based I think would be acceptable
since it's inside the firewall and remote access isn't allowed.  But the
public key authentication would be preferred.
