Delay Service Check upon Netsaint Start (restart)

Greetings, Does anyone have any suggestions on how to delay a particular service check on start (or in our case restart) of netsaint? We would like to delay it for something around 30-45 minutes. We restart netsaint via both the CGI and also the command line (/etc/rc.d/init.d/netsaint restart).
