In the initialize.fw file, there is a line right near the bottom:

# Uncomment the following to permit all 10/8 traffic *before* auth
##
#AllowedNetworks="10.0.0.0/8"
---

You may want to try putting 208.11.x.0/24 in there and see if that
works.  I haven't done it before, but it *looks* like it should work.
