connecting nocat dhcp issue

 have a no cat gateway with the following 
eth1 192.168.1.95 plugged into dsl modem
eth2 192.168.1.96 plugged into wan of wrt54g
both ar set to dhcp
I have my nocat server pluged into lan port of wrt54g 
I have dhcp turned on on the router
I have the router set up to recieve dhcp fron the
gateway.
I check the status page and the wrt54g is not
reciveing dhcp from the gateway.
and I cant access the internet or ping from laptop. so
I tryed to asighn the wrt54g a static of 192.168.1.99
and point the gate way to 192.168.1.96.
still nothing these address are not staticly asigned
they are through dhcp of my modem. any help that you
guys can give would be greatly appreceated.
