Newbie Question

Hi All, My company is looking for a way to display maintenance or any communication via splash screen. The criteria is that the splash screen cannot be display when a user opens up Internet Explorer and cannot display when a user on the wired network browse the Intranet. The only time the splash screen can come up is when a user access the Internet and it display only one time for the user. As I'm reading the docs on NoCatSplash, I can have a machine with two ethernet cards. One plug into the backbone and the other on the Internet link. I'm just wondering how would NoCatSplash know that a user has already seen the Splash page and not display it for that user, but display for users that have not seen the Splash page yet? Please forgive me, I'm new to this and wanted to see if anyone has been task with this type of project or try this setup before? Thank you all in advance in looking and helping.
