Simple things first.

1. Have you done a 'noffle --query groups'? If you haven't, noffle
   won't know about any groups.

2. If you 'telnet localhost nntp', do you see

   Trying 127.0.0.1...
   Connected to localhost.
   Escape character is '^]'.
   200 NNTP server NOFFLE 1.1.4

   If you don't, Noffle isn't set up properly. It needs to have
   an entry in /etc/inetd.conf or /etc/xinetd.d/. Or you may have
   denied access in /etc/hosts.deny.
