want new safety net action: blockbody

The filter actions,
       action  = full|over|thread|discard|default
are inadequate.  I want an action that instead of saying
	[ NOFFLE INFO: Already marked for download ]
	[ The body of this article has already been marked for download. ]
says
	[ NOFFLE INFO: Blocked ]
	[ The body of this article has already been blocked due to a filter rule. ]
Let's call this new action blockbody.  Now I can stay aware of what's
being blocked, at the same time having the safety net of not
accidentally marking it for download.
