different max-fetch for different subscription modes

Idea: different max-fetch limits for different subscription modes, or
even to the different group level of granularity.

E.g., for the blabber group 1000, headers a day is OK, as I just use
overview mode.  But for the science group, where I am in full
subscription mode, any more than 35 articles means some software
glitch upstream, and could bury my modem.
