request article for next fetch via command line

Not that I'm planning to use it, but I see noffle lacks a switch to
request an article for the next fetch, from the command line.
wwwoffle has "wwwoffle URL". noffle should have something similar with
argument being <message id>.  Currently one must edit
/var/spool/noffle/requested/*.
