Can J run EVPN over MPLS? Having (least L2) EVPNs that are signalled across both VXLAN and MPLS dataplanes domains is certainly possible, at least with _one_ vendor. Two might be interesting; you may need to become an EVPN expert to spot the gaps in software interop.
