Follow-up:

So supposedly one CAN run OSPF across an IPsec tunnel if you use 
non-broadcast mode, but I'm nervous about crypto ACLs and the potential 
ongoing maintenance required.

Would still prefer a simpler IPsec-encrypted GRE tunnel solution ... :)
