Training Courses -- Why so few

It seems like the only training courses for CIM/WBEM software development is
during MANDEVCON each year.

Is this because the task of development so easy or so rare?

Is this technology ever used for Network Operations Centers or system,
application, and service monitoring?

Are there alternatives that are more popular.

Are their any "public" courses in the U.S. where I can sign up and attend?
(I would like to learn it before committing corporate resources to train
development teams.)
