SetConfig_EnvVar

Is SetConfig_EnvVar used any longer for configuration.

I have noticed that it often sets variables to 'Yes', when the actual check
in the makefiles is for 'true' .

If it is no longer being maintained, shouldn't it be removed rather than
generate incorrect config files?
