Hi John, I have filed bug 8765(http://bugzilla.openpegasus.org/show_bug.cgi?id=8765) in OpenPegasus to fix this issue. Will port the changes to 2.10 as well. Do an export PEGASUS_ENABLE_PROTOCOL_WSMAN=true and you will have WS-Management support.
