Welcome to the wonderful world of MS.  I can only say at this point 
that while we all have these kinds of issues with the Microsoft 
compilers and OS's.  However, a lot of people successfully use a 
number of different Microsoft compilers and OS's successfully with 
Pegasus including (windows 7, vista, xp and compilers from vc 5 to 
8).  I currently use Vc2005 adn VC 2009 with vista and windows 7 (32 
bit and 64 bit) with no issues.  On the other hand, I go through 
horrors each time I have to start a new OS and compiler combintation 
since I know that there will be some issue of a dll problem I will 
have to sort out (wasting a couple of hours)

Somewhere (probably in the setup of Visual C++) there is a problem 
that results in this shared library either being required  and not 
found.  To be honest, it is hard to even figure out what the purspose 
of this dll is ( is actually defined as the disassembler for VC).

Start with a simple file like pegasus/src/utils/mu and get this to 
compile since it is supposed to be independent of anything 
else.  Once that compiles, links and exeuctes( besides is is used in 
the Windows Pegasus build system to provide posix-like services that 
are not availiable on windows so that we could use the same make 
functions  on both windows and non-windows platforms.

Just for the heck of it I checked and can find no refeerence to 
MSDIS100.dll as a dependency in the pegcommon.dll created on vista with VC2008.
