I think we can worked it out.
1) what does the cimcli gc -n root/pg_internal PG_WBEMSLPTEMPLATE shows?
2) Some providers module required root privilege to work, SLP module is one
such. Hope you are logged in as root

Giving the traces for
#cimserver slp=true traceLevel=5 traceComponents=All will be very helpful.
