Is there any definition of "TLD" in effect? I'm not speaking about the
technical aspect. What I'm unsure is the aspect of ownership within
OpenNIC: TLDs operated by OpenNIC or members thereof in contrast to TLDs
operated by external providers (Peers, ICANN).

What I want to avoid here is to generate conflicting zones by OpenNIC
forking of a zone in someone else's ownership. Beside the social aspect
of it.
