Correct, it's a term I invented and the term refers to the few people that hold the keys to money from donations, run the core infrastructure and hold all other resources, such as servers, main devel git accounts, etc. Jonah is not such a person and he only has this tag in his email address because it's set as default template for all @opennic.org email addresses, this was fixed now.
