Apologies but I was in a rush before, the proposals should be written in English too.

It seems to me that most of the people on the list aren't from English speaking countries, but speak English just fine. And again, if OpenNIC membership demographics change radically in the future to the point that running English Web sites and writing English proposals become difficult, it can always be changed to another language through a final English vote.
