I just popped it into Google Translate. Which cannot be relied on as it's too often wrong.

Either way, you cannot have a voting thread without the 7 days discussion, plus you must give exact date and time for the voting in the proposal, which you didn't.

Unless the English-only proposal fails, it is too late for you to introduce a foreign-language proposal.
