A *possible* reasoning for the proposer not to vote would be that they
want to ask for the community's opinion, while not giving any
(reinforced) bias: "What do you guys think of this?" vs. "I really think
we should do it this way, any objections?". This example is grossly
exaggerated.

As Sebastian pointed out, their vote was counted once.

Counting spoiled votes might lead to none of the options reaching
absolute majority. It shows that there isn't a general consensus and
that people are unhappy.
Compare a vote count with 40% spoiled, 40% A and 20% B with the same
results, but without the spoiled votes: 67% A and 33% B.
