Apologies if this was discussed and agreed upon previously... It would be good to have a wikipage listing all proposals in a table or list, showing status (active/archived), with related dates, whether voting is pending, underway or closed, etc., and possibly voting results if supported. Ideally, each proposal should have its own wikipage, based on a standard template, which proposers can cut-and-paste into a new page and fill out, while appending a new item to the proposal list. The mailing list still seems to be the best place for proposal-related discussions, but there could be a link from each proposal's wikipage to the discussion topic, perhaps via #hashtags if supported. The proposer should be required to broadcast a mailing list message with a link to the new proposal page upon creation.
