The problem is that there is no such list.  There is a list of *public* 
Tier2 servers, yes, but anyone can run their own *local* Tier2 server as 
well.  (I do this myself.)  As a result, Tier1 servers cannot use a 
whitelist, but should not permit recursive queries.

If the problem is botnets using Emercoin domains for C&C, the problem is 
the Emercoin domains being used to control botnets.  Unfortunately, this 
may be a general and unsolvable problem with blockchain domain registration.
