Linkd-configuration.xml maps sysOIDs to java classes that do the work.
For Devices that supports BRIDGE-MIB Extensions there is

org.opennms.netmgt.linkd.snmp.Dot1qStaticVlanTable

works e.g. for HP and Enterasys.

If Foundry doesn't support this MIB, somebody (you?) have to implement a new 
class that tells ONMS to pull VLAN information from Foundrys private MIBs,

org.opennms.netmgt.linkd.snmp.FoundryVlanTable
