[opennms-devel] Do you allow the code contribution from who is not The OpenNMS Group?

Hi,

I completed the Bug:2553 http://bugzilla.opennms.org/show_bug.cgi?id=2553 by
myself.
I wonder whether you allow the code contribution from someone who is not in
the The OpenNMS Group.
If that is allowed, what's the process I will follow.
