It comes as a Subversion external.  You should see this at the tail  
end of your checkout:

Fetching external item into 'maven'

You can see the externals definitions by inspecting the  
"svn:externals" property on the top-level directory of your checkout:

$ svn propget svn:externals .
debian https://opennms.svn.sourceforge.net/svnroot/opennms/debian/trunk/unified
maven https://opennms.svn.sourceforge.net/svnroot/opennms/maven/trunk

If you've done an svn export or something, you'll need to export the  
externals separately.
