The ticketer interface assumes that the ticket creation is successful.  
This is part of the problem, I suspect that we need to have the plugin  
throw and exception when it can't create a ticket for whatever  
reason.  In the meantime, I was thinking of just marking tickets where  
communications fail as "not available" until I figure out what's wrong.
