  NMS-20083: Keep runtests.sh, reconciled with the CircleCI test run

Restored per review: the script is the local stand-in for what CircleCI
does when picking and running tests for a change. Updated to match
.circleci/scripts/itest.sh as it is today -- test lists land in
target/find-tests, surefire/failsafe are skipped rather than handed an
empty -Dtest when nothing of that kind is selected, and the run adds
-P'!production', the failIfNoSpecifiedTests flags and -DrunPingTests=false.
Dropped the offline flag and the plugin pre-fetch that only existed to
support it. Header comment names itest.sh as the authority and carries
the date it was last reconciled.
